Is a 400cc bike too much to start on?

You are in control of the machine, not it of you. If you can always keep in mind how easy it is to get over your head while learning to handle the beast you shouldn't have any problems. Better to buy a bit more than you think you can handle and go easy on it then settle for a machine you'll quickly soon grow disappointed with. You shouldn't have any problems with a 650.
