Best place to buy toddler shoes?

my 18 month old daughter has not long started walking and so i need to buy her some hard bottom shoes, but she has really small feet and cannot find any in her size. ive been to Clark's and they do not do size 2 in walkers just cruisers which are soft bottomed does anyone no a good place to get proper shoes in her size from?
